World Information:
Mami is from the fictional city of Mitakihara, a modern Japanese city from the early 2010s. It's similar to our mundane world, with the exception of a magical undercurrent.
In this series the universe is at risk of dying to entropy, or the state of nothingness when the universe's energy runs out. A species of alien beings called incubators discovered magic, and realized that its natural energy source was perfect to fight entropy. Magic energy responded best to strong sways of emotions, and therefore the beings best suited to the incubators' purposes were adolescent girls. A system of magic where young girls become magical warriors was created. The incubators make a contract with a young girl: her greatest wish will come true, at the cost of her becoming a magical girl and being obligated to fight witches. As such, the series' main incubator, Kyubey, seeks out girls with potential: girls in emotional situations of crisis or desperation, who need the miracle of a wish. There's just a few strings attached to the deal that he conveniently forgets to mention!
Upon making the contract, the girls receive a cute piece of jewelry called a soul gem that powers their transformation and magic. What Kyubey doesn't tell them is that their bodies are now lifeless husks powered by the gems to appear normal. Their actual souls have been extracted and placed inside the gem. If a girl becomes separated from her gem, her body shuts down completely, as if dead---but if her body dies and her soul gem remains intact, she can regenerate herself with magic. When the soul gem is shattered, the girl dies. The girls are not told about the soul extracion before making the contract, and often don't become aware of it.
The girls' main opponents are witches, powerful magical enemies born from a deep desire to curse humanity. They have the power to enchant ordinary humans and lead them to their labyrinths, where the humans will swiftly die. A magical girl must use her powers to defeat the witch, and if lucky, she'll earn a grief seed---a small black object that once contained the witch's soul. Grief seeds can be used to clear the corruption of a soul gem---soul gems become corrupt over time if a girl uses too much magic, and it's important that the soul gem is never allowed to turn completely black. If a magical girl fails to collect grief seeds, she's doomed, because:
If a soul gem turns completely black (because a magical girl expends too much energy, or falls into despair and loses the will to keep fighting for her wish), it turns into a grief seed, and what was once a magical girl becomes a witch. All magical girls eventually become witches and are then slain by the next magical girl if they don't die in battle before turning. This endless cycle of death and despair is excellent for staving off entropy.
There's just the tiny problem that this cycle has a high human cost, but the incubators aren't capable of comprehending that. They're above such things as human emotion.
Personal History:
Mami Tomoe was born in Mitakihara to a fairly wealthy family. She had everything provided, and her life seemed pretty great: that is, until her family was in a horrific car accident. Her parents died instantly, but Mami clung to life a little longer...giving just enough time for Kyubey to appear and offer a contract. For her wish 'to stay tied to life', she became Mitakihara's newest magical girl.
In her earliest days, Mami's powers were fairly weak. A magical girl's abilities tend to be linked to her wish, so for a 'tied to life' wish, her ability was to produce yellow ribbons. She could use these ribbons to tie people up, to swing from rafters, and to create bridges, but they weren't very strong offensively. One day early in her career, a little boy became lost in a witch's labyrinth, and she wasn't strong enough to fight the witch on her own. She was forced to flee. The boy's death nearly threw her into despair, but she rallied and studied weapons development. By learning how to construct a musket from scratch, she gained the ability to mold her ribbons into weapons, and she now had the power to summon endless guns. Her success rate in battle drastically improved after that. But it was a lonely life---she had to keep her activities secret, so she couldn't really have friends. To get through, Mami clung to the idealized magical girls from her childhood shows, preaching love and justice and going out of her way to save people.
About a year after her battle began, Mami met a new magical girl named Kyoko Saukra. Kyoko had wished for her preacher father's religious teachings to become popular, and so her powers focused on illusions. Mami saved Kyoko from a powerful witch, and the two became partners for a while, with an older sister/younger sister dynamic. They were happy, but it all came crashing down when Kyoko's wish went wrong: her father realized that people were being magically manipulated to attend his sermons, and he burned his whole family as penance---being a magical girl, only Kyoko survived. She didn't fall to despair, but she fell to cynicism, and no longer shared Mami's world view of hope and justice. They clashed and separated, and Mami was alone again, with only Kyubey for company.
Shortly after, Mami encountered two younger girls from her school, Madoka Kaname and Sayaka Miki when they became trapped in a witch's labyrinth. Kyubey revealed that the two girls had the potential to become magical girls if only they thought of the right wish. Mami was happy, but concerned for them, and took the two girls with her on a mission so they could see what being a magical girl was really like. Along the way, they encountered Homura Akemi, a reclusive magical girl who didn't seem to care about anyone---except her strange insistence that Madoka not become a magical girl. Mami thought the behavior was odd but brushed it off as jealousy of Madoka's potential.
It all ended when Mami brought Madoka and Sayaka on another mission against the witch Charlotte. Madoka had seen Mami's quiet loneliness and wanted to become her magical girl partner to make her happy, and told her so as they traversed Charlotte's labyrinth. Mami was so overwhelmed with happiness at the thought of not being alone anymore that she launched into battle and fought recklessly. This cost her her life---Charlotte tricked Mami and decapitated her, destroying her soul gem in the process. And that's where her story ends.
Personality:
Mami projects the image of a practically perfect senior student. Her manners are impeccable, she always seems to know what to say to brush off concerns, and she seems to float through her life with grace, freely offering charity and advice. Her performances in battle as a magical girl are seemingly flawless as well, as she makes calculated shots with her rifles and shows a strong ability to predict her opponents' moves. When she's thinking with a clear head, her plans almost always succeed.
All that surface perfection is really a front. Mami hasn't been okay for a long time. She completely blames herself for her parents' deaths in the car accident two years ago: if she had thought to save them with her wish, they would still be with her. She blames herself again when she fails to save a little boy, and this pushes her to work at making her powers stronger. She is determined to save people with her power, and unlike some magical girls who fight simply to get by on grief seeds, she fights to save innocent people, much like the magical girls of her childhood. The hope that she can save people is the only hope her keeps her going, because:
Mami is desperately lonely. Witches are invisible to ordinary people, and therefore magical girls keep their activities secret to avoid worrying the public, because who would believe them? She no longer has a family or friends at school, and there's no one to comfort her when she's scared. On the rare occasions Mami is able to get close to someone, she tends to cling hard and fast---she was deeply attached to Madoka on the second day of knowing her. The memory of Kyoko losing her belief in justice and then leaving her still haunts Mami, and she doesn't want to be abandoned again. Any friend she finds will be spoiled rotten in the desperate hope that they''ll stay with her.
Mami is also rather stubbborn and hard-headed in her commitment to justice and fighting witches---part genuine belief, part trying to keep from cracking. She sharply opposes magical girls who fight for selfish purposes, tends to be stingy with second chances (and definitely won't give third chances, see Homura) and though she tries to be cordial and avoid unnecessary battles, she's willing to take up a fight if necessary. In arguments, she has a tendency to believe she's right and refuse to budge, especially if the person she's arguing with pings her as suspicious or corrupt.
Overall, she is a rational and cooperative girl who will do her best to protect whatever community she lives in, welcoming others with smiles, tea, and cakes while she silently tries to figure out what this is all about. Adjusting to the close quarters of the train will be difficult for her, as she can't hide her identity if she wants to use her powers, or hide her issues if anyone gets too close, so she'll likely hold people at a distance out of habit until she figures it out. Deep down, she knows she's unworthy, and already doomed...but out of a fragile hope, she tries anyway.

Regrets: Mami deeply regrets that she didn't think to wish to save her parents when she wished to save herself, and that guilt hangs over her. Every time she fails to save an innocent person, it hurts her deeply, and she presses on. She cautions Madoka and Sayaka against making a wish they'll regret for this reason: though she wants partners, she doesn't want them to end up like her.
Fragile hope in justice: Is there room for love and light in this world? Mami clings to that hope for justice to keep her despair at bay, and she shines as a light to protect the city for a while. Her death early in the series is supposed to signal that love and justice don't prevail in the real world, yet her memory inspires the other magical girls. Madoka even brings salvation in the end, saving Mami and all other magical girls, though not without a high personal cost.
Lying to yourself: Mami's polite attitude isn't a lie, exactly. She really does enjoy serving others. But what she really wants is friendship. She wants to be close to others, like she was long ago, but her dark secret keeps her separated from the world. She pretends to be okay, but she suppresses the voice inside crying out in pain.
Main Motivation:
To never let people down. Protecting justice and promoting safety is what she lives for, and the thought that she protects smiles is all that keeps her going in the darkness.
Skills: Mami is one of the strongest magical girls in the series thanks to her two years' experience. When she activates her soul gem's powers, she changes into a western steampunk-inspired gunner outfit with some cutesy magical flair.
She can instantaneously create flintlock rifles from her ribbons, summoning up to 20 at a time, but each has only one bullet before it disappears so they can't really be used to arm the rest of the train. Her strongest attack is one she dubbed 'Tiro Finale'--she summons an extremely large cannon-shaped gun, firing a massive yellow burst of energy.
Her secondary power is ribbon-making---she can swing from ribbons a-la Spider-Man, create rope bridges, and bind her opponents. In a pinch, she can also draw from her magical reserves to heal injuries of herself and others, or enchant an item like a wooden baseball bat to give it the strength of steel. She has to conserve her magic for real emergencies, though.
